Bico is one of the original "Famous Monsters of Legend" that has been repackaged into the Star Raiders line. He is an action figure of a Morlock from the movie "The Time Machine" based on the HG Wells novel. This figure was also repacked onto the "Star Command" card.
Here's a nice shot of Bico on his "Famous Monsters of Legend" card, where he's blatantly called "Morlock", think that Tomland got the license to do that? No sireee Bob! They also swiped that image of the Morlock from this colouring book. Now that's a knock off!

Glow in the Dark version of Bico, the whip is a reproduction.
Later when the figures were being distributed by Calfax, a handful of the Raiders were marketed as "Star Command", note the use of the word "Starroid" usually meant to describe the 3 3/4" line. Also note that the Thunderbirds appear on the card art, that's knock off bliss.
